Governments are facing a rapidly changing policy environment in the 21st century like Resource Scarcity, Rising Inequality, Digitalization, Atomisation of Work. The future holds a world which will be hyper-connected and this change is supplemented by decreasing size and increasing functionality of technologies from mainframe computers towards Smart Dust.

The recent phase of digitalization has joined bits and atoms and made new things consumable like other people's cars, urban space and homes etc. This atomisation will force us to redefine work, population and policy.

Technological unemployment moves forward from routine jobs to non-routine jobs, the World Bank has also estimated that 69% of the jobs in India will be threatened by technology, but our societies are organised around work and now bigger and bigger part of the population is not in paid work. Reshaping policies, even new social contract, is needed.

There are public sector innovation tools such as :
1) Co-design Tools – Building and enabling new ways of participation.
2) Foresight Tools – creating visions and strategy for long-term.
3) Experimentation Tools – Experimenting and making use of errors.
4) Collaboration Tools - New methods for working together with a wider group of stakeholders.
